Did you know Riverside County is actively funding affordable housing projects and down payment assistance for first-time buyers? Thanks to the Permanent Local Housing Allocation (PLHA) program, millions of dollars are being invested into our communities to help make homeownership more accessible and keep housing affordable.
Here’s what you should know about this incredible opportunity:
🔎 What is PLHA?
PLHA was created through California’s SB 2, the “Building Homes and Jobs Act.” Each year, it provides cities and counties with money to fund affordable housing programs. Riverside County and many local cities receive PLHA dollars they can use to:
✅ Build or rehab affordable homes
✅ Prevent homelessness
✅ Provide down payment assistance (DPA) for first-time homebuyers
✅ Support other affordable housing initiatives
📍 Eligible Locations
PLHA funds can be used to purchase a home in:
All unincorporated areas of Riverside County (e.g., Thousand Palms, Mecca, Cabazon, Thermal, Valle Vista).
These cities: Banning, Beaumont, Blythe, Canyon Lake, Cathedral City, Coachella, Desert Hot Springs, Eastvale, Hemet, Indian Wells, Indio, Jurupa Valley, La Quinta, Lake Elsinore, Moreno Valley, Murrieta, Norco, Palm Springs, San Jacinto, Temecula, Wildomar.
❗ *Not eligible: Calimesa, Corona, Menifee, Palm Desert, Perris, Rancho Mirage, and Riverside (city limits).
💰 Program Benefits & Terms
✅ Down Payment Assistance
Up to 20% of the purchase price, capped at $100,000.
Minimum assistance is $1,500.
Structured as a 0% interest, deferred second mortgage—no monthly payments.
After 30 years, the loan converts to a grant—no repayment required!
If you sell or do a cash-out refinance before 30 years, you must repay the assistance in full.
✅ Income Limits for 2024–2025 (120% AMI, effective July 1, 2024):
1-person: $81,900
2-person: $93,600
3-person: $105,300
4-person: $117,000
5-person: $126,350
6-person: $135,700
7-person: $145,100
8-person: $154,450
✅ Maximum Home Prices
Single-family home (new or resale): $527,193
Condo/townhouse: $536,750
Manufactured home (≤10 years old): $306,850
✅ Eligible Homes Must Be:
Permanently affixed to a permanent foundation
At least 2 bedrooms
Vacant or seller-occupied (tenant-occupied homes aren’t eligible unless the tenant is the buyer)
Free of in-ground pools or spas
In sound condition (home inspections & appraisals required)
Occupied as your primary residence within 60 days of purchase
✅ Required Buyer Education
Completion of an 8-hour HUD-approved Homebuyer Education course is mandatory.
✅ Important Note
Closing costs are not covered—buyers should plan for them separately.
🚫 Cities Where PLHA FTHB Assistance Can’t Be Used
To avoid surprises, remember that homes in these cities aren’t eligible for PLHA funds: Calimesa, Corona, Menifee, Palm Desert, Perris, Rancho Mirage, Riverside.
